[Construction Manual] CPB 12-2 Initiating, Terminating, and Reporting on Projects Subject to the Provisions of the Construction General Permit

Dear Construction Subscriber,

While the Construction General Permit requires Caltrans to file permit
related compliance documents to the State Water Resources Control Board
using the Storm Water Multiple Application and Report Tracking System
(SMARTS), the MS4 permit allows use of a paper-based notification process.
This bulletin requires the use of SMARTS for projects awarded after April
1, 2012, provides information about the system, outlines procedures for
recording information, and introduces the SMARTS User's Manual for details
about how to use the system. Please see Construction Policy Bulletin,

Provisions of the Construction General Permit" for additional information.
