We have posted Construction Procedure Directive 16-8, " Hot Mix Asphalt With Reclaimed Asphalt Pavement," on our website:
Recently there has been attention on some nationwide projects with premature failures of hot mix asphalt (HMA) with high asphalt binder replacement from reclaimed asphalt pavement (RAP). This directive requires the use of blending charts to check the blended binder properties of existing and new Type A HMA job mix formulas (JMFs) that use more than 15 percent RAP. Change orders must be executed to require the contractor to produce the blending charts and, if applicable, to produce new JMFs. The determination of when to require a new JMF will be based on the specifics of the project. The directive includes attachments for blending chart examples, sample backup calculations to support agreed unit price for replacing RAP aggregate with virgin aggregate, sample change orders, sample change order memorandums, and FHWA approvals.
