We have posted Construction Policy Bulletin 17-4, "Caltrans Disadvantaged Business Enterprise Check Requirements and Monitoring," on our website:

This bulletin notifies resident engineers they must use Form CEM-2407, "Disadvantaged Business Enterprise Joint Check Agreement Request," to track and monitor the use of joint checks. The bulletin also provides guidance on joint check agreements and making sure the DBE subcontractor is performing a commercially useful function in order to count as credit toward the DBE contract goal.
